Advocacy & Lobbying

The Coalition closely follows legislative and regulatory issues that hold potential impact for supported living providers, especially the Illinois state budget, Medicaid rates, and the state’s quality assurance standards.

When necessary, the Coalition proposes legislation and regulatory changes aimed at both improving opportunities for providers as well as maximizing the standard of care for service consumers.

Training & Education

The success of the Supportive Living Program depends on the knowledge and competence of every provider and community. To build a strong network of providers, AALC coordinates ongoing training and educational programs to help their member companies stay on top of issues relating directly to affordable assisted living projects . These courses are held throughout the year, covering a variety of subjects.

Course topics include:

  • Best practices and new trends pertaining to supportive and assisted living
  • State review process, including joint training with State staff who conduct reviews
  • Quality assurance/continuous quality improvement
  • Financing and real estate development
  • Marketing strategies and techniques
  • Service provision

In cooperation with LeadingAge Illinois, the Coalition offers networking forums for executive directors and administrators of supportive living communities, creating opportunities to connect with colleagues and engage in discussions, exchange ideas, build and strengthen professional relationships, and develop valuable resources for ongoing support.

Manager's Training Curriculum

Through AALC’s Manager’s Training course, individuals with at least two years of healthcare experience now have the opportunity to become a Supportive Living comunity manager. Following a week of on-site instruction, attendees get hands-on experience working at a SL community under the supervision of an experienced manager. Following completion of the course, attendees will then be qualified to meet the State’s minimum requirements for management.

Access to Financing

Members have access to AALC’s strong expertise and experience in the financing of supportive living projects, from conventional bank financing to private investor participation to the full spectrum of local, state, and federal programs.

The latter include state and federal tax credits to help generate project equity, tax exempt bond financing, and varied programs that guarantee development loans.

Government Relations

The Coalition specializes in government relations and maintains close working ties with government agencies that are critical to the effectiveness of supportive living projects, including:

  • Department of Healthcare and Family Services (HFS)
  • Illinois Housing Development Authority (IHDA)
  • Department of Human Services
  • Department on Aging
  • Department of Public Health
  • Illinois Finance Authority

We work cooperatively with HFS to achieve regulatory compliance and encourage positive communication.

The Coalition also maintains administrative ties with many local governments and can offer assistance to members at this level as well.

Public Relations & Promotion

AALC promotes the overall success of the supportive living model. Members can call on our resources for assistance with public presentations, development of press releases and informing legislators and State agencies about the Supportive Living Program and project progress.

Our major public relations event is Supportive Living Week, which occurs each year at the end of April. During this time, we let the public and our leaders know that the Supportive Living Program is a valuable and flourishing program that is vital to our state.
