What is the Supportive Living Program?

Under the Medicaid Home- and Community-Based Services (HCBS) waiver program authorized by Section 1915(c) of the Social Security Act, Illinois developed the Supportive Living Program (SLP) in the late nineties as an alternative to nursing home for low-income older persons and persons with physical disabilities under Medicaid. The purpose of the HCBS waiver program is to enable states the flexibility to meet the needs of people who prefer to get long-term care services and supports in their home or community, rather than in an institutional setting. SLP residents can choose from a menu of services that are not routinely covered by Medicaid, including: intermittent nursing care;  social/recreational programming; health promotion and exercise programs; medication oversight; ancillary services; 24-hour response/security; personal care; laundry; housekeeping; maintenance; and meals and snacks.

The Illinois Department of Healthcare and Family Services (HFS) administers and regulates SLP communities. To learn more about who may qualify to be a SLP resident, visit HFS.

Since January 2020, Karin Tilly Zosel has served as AALC’s Executive Director. Prior to working for the Coalition, Zosel was the Acting Director of the Illinois Department of Insurance (DOI). She began working with the DOI in 2015 as Executive Director of Get Covered Illinois, the consumer assistance program for the Illinois Health Insurance Marketplace created under the Affordable Care Act (ACA). During her tenure at DOI she held a variety of roles including Legislative Director and Chief Operating Officer overseeing all department operations. She has also served as the Vice President at MacMurray College in Jacksonville, Illinois and as an Intelligence Officer with the Central Intelligence Agency (CIA) in Washington, DC.

Together, Karin and the AALC Board of Directors engage with state legislators and executive officials to advance and protect the SLP industry and work to develop membership programs and benefits that support the SLP communities, including residents, families, and staff.
